Officer Candidate Biographies


Victor Cruz

For Steward Coordinator

I am currently a Steward Coordinator for UTSC. I am running for re-election so I may continue enforcing our contract and working on those issues that affect the daily working conditions of our UTSC members.

I have worked for Kaiser San Diego as an outpatient PT for over 24 years. I have been a Senior PT for 22 of those years. I am a UBT representative member for the San Diego outpatient PT/OT team. I am also a UBT Labor sponsor, overseeing San Diego’s Inpatient PT/OT UBT. I was an active steward for 2 years prior to taking on the role of Steward Coordinator for the past 2 years.

Outside of work, my current interests include training in Brazilian Jiu Jitsu, raising 3 girls (13, 10, and 8) with my wife, who is a Kaiser Home Health PT, playing music, assisting with my kids’ Rock/Pop band, and watching their soccer games and martial arts classes.

I look forward to continuing my service as a Steward Coordinator and assisting our therapists as a resource as well as an advocate for improving our working conditions.


Teresa Skobba

For Occupational Therapy Vice President

My name is Teresa Skobba and I hope you will endorse my efforts to become your next Occupational Therapist Vice President.

I am a passionate soccer mom from Minnesota, Occupational Therapist x 23 years, and certified hand therapist at LAMC since 2001.

I received my B.S. in Psychology with minor in Sociology from Minnesota State University; and Certificate of Occupational Therapy from St. Catherine’s University in St. Paul.

I come from a family of union supporters, starting with my late grandmother who was a union president in the electronics industry in the volatile 1960’s.

I have been an active committee member in the LMP at LAMC, and LMP facilitator working with DA’s and Union members in departments such as Admitting and GI.

My passion to serve UTSC at a higher level was ignited by my participation in the Wellness both at the 2016 AFSCME convention. So many members took time to tell how the Union has provided them with job security, peace of mind, enhanced workplace safety, and given them a voice without fear of repercussion. I was also a delegate at our 2018 Convention.

I am hardworking, enthusiastic, positive, passionate, empathetic, fair, and have the experience to help make our Union a formidable coalition to help reach our goals.

I have had the honor and privilege to serve as UTSC Secretary for 2017-2018. During this time, I have learned so much to advocate for staff and make improvements for our everyday work life. We are in it together to reach our goals for the best workplace possible. We have gained so much and yet there is more to do. Let’s work together to reach the fullest potential possible. I feel like there’s more I can offer using my business and occupational therapy background. I’m used to hard work and ready to pull up my sleeves to get it going. I’ve been an occupational therapist for 18 years after going back to school after a business career. Hard work and dedication pay off and I want to see us have the strongest UTSC possible. No one can do it alone and if we stand together, there’s no limit to the possibilities.
