BARGAINING UPDATE #46: November 21, 2025

Our UPAC Bargaining team has been working hard for 22 months to bargain a groundbreaking contract for PA’s. With your support and engagement we have been able to bargain language that secures:

  • Transparent job bidding and filling process that ensures PA positions will be filled by PA’s
  • 10 additional hours of education leave for professional development

Non-exempt status includes:

  • Overtime pay
  • Paid breaks
  • Scheduling of hours up to FTE
  • Report pay
  • Protection from mandatory overtime
  • No cancellation
  • Telecommuting provisions
  • Increased call-back pay
  • Performance reviews that aren’t tied to raises and bonuses
  • A grievance and arbitration process that will provide an avenue to resolve disputes

National bargaining improvements include:

  • Increased Tuition Reimbursement (by $500 each year until $5,000)
  • Engagement plan for Artificial Intelligence changes
  • Forums to address staffing and backfill (some important topics in this section are still not agreed upon)
  • Travel (up to $1250 each year)
  • Paid lactation time

Once our bargaining team reaches a full agreement, the Tentative Agreements will be published to allow for reading the provisions before voting on their ratification.

Despite making significant progress, there are crucial topics still on the table. We are fighting to maintain Pension, Plan 2 and Health and Welfare Benefits – and to secure a wage grid that reflects the value of PAs and provides parity in compensation with other health providers within KP. It’s more important than ever that we stay strong and united across the finish line!

The next bargaining dates are not yet set. We will publish the dates for UPAC members on UNAC/UHCP’s Bargaining HQ website once they are confirmed. Please continue to wear your UNAC/UHCP gear or blue to show your support for the team!

BARGAINING UPDATE #45: November 14, 2025

The UPAC bargaining team met this week at the new UNAC/UHCP Headquarters to continue negotiations toward a first, strong contract for Northern California PAs. During this session, we met with Kaiser Permanente to continue the discussion on call practices and outstanding economic issues. Management did not move meaningfully on these items; All economic issues remain on the table.

Thank you to everyone who joined last night’s town hall, where we announced the agreement to transition to non-exempt status. Below is a recap of the recent tentative agreements we reached:

  • Hours of Work and Scheduling, which includes:
    • Non-exempt status
    • Protection for pay up to FTE

As we move into the next phase of bargaining, economics remain open, and significant work lies ahead to secure fair wages, equitable progression, and protections that reflect the value PAs bring to care delivery every day. Our UPAC bargaining team will return to the table November 17–19 at the InterContinental Hotel in Downtown Los Angeles. This next session will be critical, and member engagement remains essential.

We encourage all members to wear blue on bargaining days to show solidarity and strengthen our collective voice at the table.

BARGAINING UPDATE #44: November 7, 2025

We’ve said it before and will say it again, your continuing solidarity helps us to move forward. Thank you for all you do to show support. During this week’s bargaining on November 4-5 we continued the long march towards final agreement by making gradual yet important progress, reaching Tentative Agreements on several issues including:

  • Professional Development – (an additional paid 10 hours per year will be available for PAs.)
  • Qualified Bilingual Services (QBS) – (improves care delivery for non-English speakers and provides a differential for bilingual PAs who pass a language exam.)
  • Alternate Compensation Program (ACP) – (allows PAs to voluntarily waive some benefits for a 20% pay differential with proof of outside insurance.)

Significant challenges still lie ahead as we continue working to resolve many key economic issues. KP continues to propose take-aways to medical benefits, Plan 2 and the Pension multiplier. Your continuing support for your team and what we are fighting for is key to reaching an acceptable and successful outcome.

Bargaining will continue next week on November 12-14 where we will resume our work to resolve the remaining economic issues, including:

BARGAINING UPDATE #43: October 31, 2025

On October 28-29 we met again with management in Los Angeles for bargaining. Our team continued discussions on open issues including fair wages, benefits, wage grid creation, and grid placement. KP is maintaining it’s position of reductions to your retirement and benefit plans. Thank you for your continuing support and for staying highly engaged throughout this process. We encourage you to keep it up! Member engagement is crucial to our teams progress.

We will return to bargaining on November 4-5 in Los Angeles at the Sheraton Gateway. Our work is far from over, and we remain united, prepared, and ready to do whatever it takes to secure our first contract.

Additional dates if necessary are November 12-14 at UNAC/UHCP headquarters in the City of Industry, and November 17-19 in Los Angeles in conjunction with National Bargaining.

BARGAINING UPDATE #42: October 25, 2025

Thank you UPAC for all of your efforts to support and participate in the strike last week. Your solidarity and willingness to stand together in a show of support of your bargaining team strengthens our teams voice as we continue bargaining.

This week we met on two days with management, October 22-23, and held productive discussions on additional professional development leave to address the demands of continued licensure. Additionally we continued in-depth conversations on wages with emphasis on your dedication and experience as skilled professionals delivering on the mission of high quality and affordable care.

Kaiser Permanente has not changed their proposal to reduce medical plan and retirement benefits.

Bargaining continues next week on Tuesday and Wednesday, October 28-29.

BARGAINING UPDATE #41: October 12, 2025

Time To Stand Together!

Our PA team bargained with management on Oct 7, 8, 9 in Pasadena.

KP is still insisting on reductions to our benefits: reduction of plan 2 from a 7% contribution to a 1.25% match. Reduced pension multiplier from 1.5 to 1.45, and reduced health and welfare benefits.

We also remain far apart on a wage scale that values experience and the expertise and value that we provide.

It’s more important than ever that we stand strong and demonstrate our unity.

BARGAINING UPDATE #40: September 26, 2025

Bargaining Report

In bargaining this week on September 24 and 25 we received counterproposals from management regarding:

  • Wages
  • Health Benefits
  • Retirement

What we were presented with was unacceptable. Management continues to include reductions to your benefits, pension, and Plan 2, including a drop of the pension multiplier to 1.45, and a drop of the Plan 2 match to 1.25%.

We remain very far apart on wages and it is our bargaining team’s view that KP’s wage proposal fails to recognize the dedication, expertise and value that PAs bring to the organization in providing the highest quality patient care.

We countered and held strong in demanding that KP protect benefits, protect retirement, and provide equitable wages that PAs rightly deserve.

Alliance National Bargaining continues this week. The economic subgroup meetings are scheduled for Sept. 26-28, followed by National bargaining on Sept. 29-30.

BARGAINING UPDATE #39: September 13, 2025

Sympathy Strike

UPAC PAs participated in a sympathy strike to support our striking CRNA and CNM colleagues in Oakland and Roseville on Monday, September 8. We are proud to stand in solidarity with our union sisters and brothers in their struggle to obtain fair first contracts.

Bargaining Update

This week in bargaining on September 11 and 12 we met with management in Los Angeles.

During these sessions management did not provide responses to address our economic priorities including wages, benefits, and retirement programs.

Kaiser continues to push their prior proposals that we have made clear to them are harmful to our members, including:

  • Employee Pension (KPs proposal is to reduce the multiplier to 1.45)
  • Plan 2 (KPs proposal is to reduce to a match of 1.25%)

BARGAINING UPDATE #38: August 30, 2025

Standing with our CRNAs and CNMs

The Certified Nurse Midwives and Certified Registered Nurse Anesthetists are going out on a one day strike on Monday, September 8. Yesterday our PA bargaining team submitted notice to sympathy strike in solidarity.

Our members may only go out on a sympathy strike in locations where our CNM and CRNA colleagues work. We have been invited to join the strike town hall for the CNMs and CRNAs on September 2, at 8pm. Join this important meeting to learn about what they are fighting for and how to support their efforts.

This week during bargaining, on August 27 & 28 we reached new Tentative Agreements covering:

  • Leaves of Absence

Prior proposals passed by Kaiser are still on the table and we continue to push back against them. We have clarified that these proposals are not acceptable as they amount to takeaways from our members. Included in their proposals are the following:

Our bargaining team is very excited to report to you that we attained six Tentative Agreements (TAs) during bargaining this week on August 12, 13, and 14.

UPAC BARGAINING UPDATE #36: August 5, 2025

It’s Crunch Time: 

Last week during two days of bargaining, held on July 30 and 31, our team continued to press management on many fronts to resolve priority issues.

Discussions included job bidding/filling, hours of work, and professional practice. The employer submitted a response regarding economics. The economic response isn’t adequate to address the needs of our members and this issue will become sharply elevated as we enter the final stages of 2025 bargaining. Five days of bargaining remain and we are definitely in crunch time now. Please come join us in person if you can.

If you haven’t already heard, at our July 29 UPAC townhall meeting we started something new that’s easy to do and designed to give members agency in expressing support for this bargaining effort. Going forward each Thursday is  BLUE THURSDAY!  Please wear the color blue on Thursday’s to send the unmistakable signal that we are united in this effort to bargain a strong contract for UPAC.

UPAC BARGAINING UPDATE #35: July 25, 2025

Key Items: 

This week, on July 23 and 24 our team rejoined with management to continue bargaining, during which we presented the Unity Petition to management alongside the Nurse Midwives and CRNAs. Thank you to everyone who signed the petition and showed your support—your voices truly matter.

Your continued support is more critical than ever. As we get closer to discussing compensation and benefits, management needs to see that we are united and engaged. A strong show of solidarity empowers us to push back against proposals that don’t meet our needs and strengthens our position at the table. The more visible and vocal our support, the more power we have to shape outcomes that reflect our value and priorities.

This week Kaiser passed proposals on health and welfare (benefits), retirement, leaves of absence, paid time off, and job bidding and filling. Some of these proposals are unacceptable and fall far short of our interests. This was also the case for the United Therapists of Northern California (UTNC), but by staying united alongside UNAC/UHCP and other Alliance unions, they were able to protect pensions and 401(k)s, preserve benefits, and secure meaningful wage increases. Other proposals we received did show signs of progress. In response, we passed proposals of our own, including PA professional practice, and job bidding and filling.

This week, our UPAC bargaining team met on Tuesday, Wednesday, and Thursday to continue negotiations. We presented our counterproposals on Leaves of Absence and Education, moving the conversation forward on key issues for PAs.

Management shared their proposal on Hours of Work, and we’re getting close to an agreement on this topic—though there are still details to work through to ensure fair and predictable schedules for our members.

BARGAINING UPDATE #33: June 27, 2025

Bargaining Update

This week, our UPAC bargaining team caucused on Tuesday, June 24, to finalize our economic proposals.

On Wednesday, June 25, we met with KP management and engaged in productive discussions around Hours of Work. While conversations were constructive, we are still awaiting formal responses from management on several critical issues that impact pay protections, schedule and location predictability, and ensuring adequate rest for PAs.

We’re also continuing to work through proposals related to PA Professional Practice, focusing on creating avenues for PA voice, participation, and influence in shaping the practice environment.

Yesterday, we officially passed our proposals on wages and benefits—a significant milestone in these negotiations. With all proposals now on the table, it’s more important than ever for PAs to stay united and engaged.

UPAC BARGAINING UPDATE #32: June 12, 2025

Bargaining Report

Our team met in Oakland this week on June 10 and 11 to continue bargaining with management.

We spent the two days extensively discussing many interests, including: protecting PA positions, staffing and backfill, time necessary for precepting and mentoring, review of job descriptions, education and license requirements, exploration of avenues for PA involvement in onboarding and training processes, and clinical PA practices.

Management has not responded to the proposal we passed to them on status and we hope to receive their response at our next session.

We are working our way toward opening discussions on wages and benefits. These issues are large and complex and it will take a united effort not only from our bargaining team but also from you, the members of UPAC to deliver a successful outcome.

It bears repeating that management is observant and looking for signs of division from within our bargaining unit. Strength through solidarity is how we send the strong signal that we stand together and will not be denied in achieving the best contract that is possible for our members. Your actions in support of our team do make a difference! Please wear blue on bargaining days and keep in touch with the Contract Action Team (CAT).

UPAC BARGAINING UPDATE #31: May 30, 2025

Protecting PA Jobs and Standing United

On Thursday, May 29, our UPAC bargaining team met with Kaiser management in Oakland to continue negotiations for a strong first contract.

A major priority in this session was protecting PA jobs. We introduced our proposal on Job Bidding and Filling, which would require management to post vacant PA positions and ensure those roles are filled by PAs. This represents a key step toward job security.

We also pushed for accountability after learning that PA positions were vacated without being reposted or discussed with our team. This is unacceptable. We raised the issue directly with management and are following up to ensure it is resolved.

On other fronts:

  • Hours of Work: We’re still waiting on a response from management.
  • Education: We received a response to our Education article and are still discussing how to address the significant CME requirements that are unique to PAs. We are also looking to create a more robust and accessible onboarding and training program to support continuous professional development.
  • Leaves of Absence (LOA): We discussed our LOA proposal, and while management’s initial response was concerning—falling short of standards seen in other contracts— a KP benefits expert will be joining an upcoming session to continue the conversation.

Despite challenges, this was a productive day of bargaining, and we remain committed to fighting for transparency, protections, and professional respect.

UPAC BARGAINING UPDATE #30: May 17, 2025

Important News!

Our UPAC bargaining team has urgent news to share with you regarding progress made at bargaining on May 14-15.

We have submitted a counter proposal to management this week that includes transitioning PAs to non-exempt status. We recognize this issue has generated strong feelings for many members. This proposal represents our efforts over the last 7 months to respond to management’s non-exempt proposal and meet the expressed interests of our diverse group, while including the strongest protections we could formulate for the interests and concerns that you expressed you want to preserve from our current status. We are waiting for management’s response.

We also have responded to management regarding Earned Time Off (ETO) which is inclusive of holidays, Personal Time Off (PTO), and Earned Sick Leave (ESL).

UPAC BARGAINING Update #29: May 2, 2025

Our team met to continue bargaining with management this week on April 30 and May 1.

Over these two days we continued the ongoing dialogue regarding PA professional practice. A significant amount of our focus and attention was placed on this issue. We shared our interests, and passed a proposal to address PA development and leadership opportunities leading to lengthy and thorough discussion with management about the matter.

We also provided our response to management on Leaves of Absence (LOA), including leave for bereavement, jury duty, military, medical, FMLA, occupational, personal leave, and more.

We want to remind everyone that UPAC members are welcome to attend bargaining as an observer. You are not required to stay the entire day. Feel free to join us when you can even if only for an hour or two, or all day, the choice is yours!

UPAC BARGAINING Update #28: April 18, 2025

This week April 15-17, over the course of our caucus day and two days of bargaining with management discussions continued on many important issues, including: professional practice; paid time off; leaves of absence; bereavement; jury duty; medical leaves; personal leave; military leave; union leave; PA classification and roles; hours of work; and status. No stone is left unturned as we move forward towards the goal of authoring an exemplary contract for our members.

Focal points for our Town Hall meeting next Monday, April 21 include an overview of the upcoming Alliance National Bargaining that begins May 6, 2025; and Wage and Hour attorney Josh Young is joining our meeting. There will be an opportunity for Q&A with Josh so please come prepared to ask any questions you may have.

UPAC BARGAINING Update #27: April 5, 2025

Over two days of bargaining this week we continued intense discussions over the mechanics and ramifications of hourly vs. salaried status. It will not be easily resolved and while the importance of this is evident there are other matters to attend to. Four proposals unrelated to status were passed across the table this week, two from our team to management and management passed two to our team.

Our proposals covered the securing of time and safe spaces for lactation, and education leave. Management proposals to us covered paid time off and holidays, and leaves of absence.

At our next town hall meeting on April 21 our wage and hour attorney will join to answer questions. Please take advantage of this tremendous opportunity.

United PAs of California Bargaining Update #26: MARCH 21, 2025

The rally in Roseville on March 11 was a smashing success! Hundreds of supporters from across California turned out to make some noise and let Kaiser know that we are here, we are united, and that together we rise.

This past Thursday, our UPAC bargaining team met with management to continue negotiations on scheduling and standby/callback practices. Our focus remains on securing a fair and sustainable system that balances:

Predictability & Consistency – Ensuring financial stability and clear, reliable schedules that recognize the sacrifices we make to provide exceptional care.

UPAC BARGAINING Update #24: February 28, 2025

During our bargaining session yesterday, our UPAC bargaining team and management engaged in in-depth discussions on scheduling practices and definitions. While we have not yet reached a tentative agreement, both sides are making progress toward a shared understanding of key issues and objectives.

At our next session, we will review real world scenarios to ensure that any agreements reached are consistently understood and applied in practice. This step is critical in developing fair and transparent scheduling processes that reflect the needs of both PAs and the patients we serve.

UPAC BARGAINING Update #23: February 7, 2025

Our NCAL PA bargaining team met with management January 29-30 and February 6-7, with an internal planning caucus on February 5.

We started negotiations by exploring various scenarios related to shift designations, standby/callback provisions, and scheduling through interest-based discussion to foster a shared understanding before moving to formal proposals.

Following months of exploratory conversations, we submitted a comprehensive formal proposal covering all aspects of Hours of Work, including scheduling, staffing, and shift definitions.

After extensive discussions, we ended negotiations this week reaching a tentative agreement on Per Diem Commitments.

UPAC BARGAINING Update #22: January 10, 2025

Our NCAL PA bargaining team held an internal caucus on Wednesday, January 8, and met with management on Thursday, January 9, for productive discussions regarding our contract proposals.

The sessions focused on clarifying key points and ensuring a thorough understanding of each party’s interest. Management engaged actively, seeking clarifications and examples related to our proposals. This led to a valuable exchange of information and a deeper understanding of the issues at hand.

We also continued our productive conversations regarding scheduling practices and per diem commitments, exploring various options and potential solutions.

While no formal proposals were exchanged during these sessions, we dedicated significant time to understanding each other’s interests and priorities. This groundwork is crucial for developing mutually agreeable solutions moving forward. We also planned for future discussions to ensure a focused and efficient approach to the bargaining process.

UPAC BARGAINING Update #21: December 13, 2024

Our United PAs of California (UPAC) bargaining team met with management on Thursday, December 12, 2024, to continue negotiating our contract.

We closed out a productive year with a TA on New Employee Orientation. Our team also responded to management’s proposal on Per Diem Availability, with the interest of ensuring fair and predictable expectations for our per diem PAs.

We took a step forward by exploring language options for scheduling and pay practices. The team is focused on ensuring the shared member interests of improving work-life balance, maintaining income security, and protecting the integrity of our profession.

We remain committed to negotiating a contract that respects the diverse needs of our members and upholds the value of our work.

UPAC BARGAINING Update #20: November 15, 2024

Our United PAs of California (UPAC) bargaining team met with management on Thursday, November 14, 2024, to continue ongoing discussion of two proposals reviewed below. We caucused on November 13, where we prepared future proposals. The team also had in depth analysis and conversation as we consider management’s non-exempt proposal. Thank you to everyone who attended meetings and provided valuable input to our bargaining team and CAT members. Your contribution allows the team to understand and communicate your perspectives and needs at the table.

  • Status – KP’s non-exempt proposal: We have a shared interest of consistent, transparent, equitable schedules and pay practices that promote work-life balance for all PAs. We will continue to work to develop an inclusive framework that ensures essential PA care and respects different practices.
  • New Employee Orientation (NEO): Continued to discuss the process of welcoming newly hired PAs into UPAC.

UPAC BARGAINING Update #19: October 31, 2024

Our United PAs of California (UPAC) bargaining team met with management on Wednesday, October 30, 2024, to continue negotiations focused on achieving a fair and equitable contract. Key proposals and ongoing discussions included:

* Status – KP’s non-exempt proposal: Fueled by the numerous in-person meetings over the past week, we shared the concerns that our PA colleagues have raised about issues including schedules, wages, workloads, and operational stability. We highlighted that although some areas are struggling, others are working well. Further conversations will be needed to develop a comprehensive approach to address the variety of practices and ensure essential PA care as well as work life balance.

  • New Employee Orientation (NEO): We discussed the process of welcoming newly hired PAs into UPAC.
  • Per Diem Commitment: Our team highlighted the need ensure per diem staff are available to support and backfill full and part-time PAs.
  • Just Culture: We engaged in discussions to establish an approach to safety by sharing accountability and promoting a speak up culture.
  • Job Bidding and Filling: We discussed the process of filling positions with PAs to maintain service levels and workload balance.

Our UPAC bargaining team met with management on Thursday, October 17 to continue contract negotiations. We had in-depth discussions about the potential implications of management’s proposal to move PAs from exempt to non exempt status. No agreements or decisions were reached.

UPAC BARGAINING Update #17: October 3, 2024

Our UPAC bargaining team met together on Wednesday, October 2, 2024 for an internal caucus and with Kaiser management on Thursday, October 3, 2024 to continue contract negotiations. During the session, our bargaining team shared the follow key interests:

  • Increased education leave: We advocated for more education leave for PAs to allow for ongoing professional development, highlighted the demanding mandatory training requirement specific for PAs, such as board preparation, and emphasized the need for flexibility to accommodate ongoing and in-person learning.
  • Short-term stoppages: While we’ve agreed on a process for permanent reductions in force, we’re still negotiating how work stoppages of 30 days or less are addressed.

Management has presented a proposal that would transition the status of NCAL PAs from exempt (salaried) to non-exempt (hourly). This significant change could have a substantial impact on our working conditions and compensation. Our bargaining team has not responded and wants to speak with our colleagues regarding the implications of this proposal.

UPAC BARGAINING Update #16: September 6 2024

Our UPAC bargaining team met with Kaiser management again on Wednesday, September and Thursday, September 5 to continue contract negotiations. During the sessions, we reached a TA on Corrective Action, establishing a fair and consistent process for addressing performance concerns and supporting members’ development.

We remain committed to a collaborative bargaining process that prioritizes the needs and concerns of our members and patients. While we have consistently advocated for these interests, recent negotiations have been challenging due to management’s lack of meaningful engagement on our proposals, many of which are mandatory bargaining subjects.

We are still awaiting management’s response on Prior Benefits and Policies, Union Leaves of Absence, and Just Culture.

UPAC BARGAINING Update #15: August 23, 2024

Our United PAs of California (UPAC) bargaining team met with Kaiser management on Thursday, August 22, 2024, to continue negotiations on our contract. During this session, we advanced discussions and presented new proposals aimed at improving working conditions and ensuring fair treatment for all PAs. These proposals included:

* Corrective Action: We presented our proposal on corrective action, focusing on ensuring a fair, transparent, and consistent process for addressing performance concerns.
* Per Diem Commitment: We shared a proposal emphasizing the importance of clear expectations regarding the per diem position.
* Job Bidding and Filling: Management responded to our proposal on this topic. While these discussions remain challenging, we are working collaboratively to find common ground.

The United PAs of California (UPAC) bargaining team met with Kaiser Permanente management again on Thursday, August 8, 2024, to make further progress on our contract negotiations. We continued to have in-depth discussions on the important topic of Job Bidding and Filling.

UPAC BARGAINING Update #13: July 25, 2024

The United PAs of California (UPAC) bargaining team continues to make strides in securing a strong contract for our members. Our team convened on Wednesday, July 24, to caucus and collaborate, and then met with Kaiser Permanente management on Thursday, July 25, 2024, to continue negotiating our contract.

During bargaining, we reached a TA on:

  • Reduction in Force: Outlines a fair and equitable process in the event of a reorganization or downsizing to minimize adverse effects on members.

We also continued to have robust discussions on Job Bidding and Filling. Collectively, we are working on ensuring a fair and transparent process for PAs to apply for open PA positions.

Furthermore, our team highlighted to management how PAs’ diverse education fosters adaptability and transferability, advocating for a robust, fair process for applying to varied opportunities.

UPAC BARGAINING Update #12: July 11, 2024

Our United PAs of California (UPAC) bargaining team met with Kaiser Permanente management again on Thursday, July 11, 2024, to continue negotiating our first UNAC/UHCP contract.

During this meeting, we reached a TA on:

  • Seniority: Provides transparency on the definition of seniority and accrual rate for full-time, part-time, and per diem employees. Please note: Subsequent articles, will dictate how seniority is used.

We also continued our in-depth discussions on Job Bidding & Filling of Vacancies. Additionally, our bargaining team received a proposal from management on Reduction in Force and briefly began discussions on Notice of Vacancies.

Our United PAs of California (UPAC) bargaining team met with Kaiser Permanente management today, Thursday, June 13, 2024, to continue negotiating our first UNAC/UHCP contract.

We reached a tentative agreement (TA) on: Recognition & Coverage: Recognizes UPAC- UNAC/UHCP as our union, defines who is included in our bargaining unit and protects our status as union members.

We continued discussions on Seniority and Job Bidding & Filling. Our bargaining team also discussed Reductions in Force and briefly touched on the topic of corrective action.

Lastly, we spent time outline the topics we plan to address at upcoming bargaining sessions.

Bargaining continued this week when our PA bargaining team came together in caucus on Wednesday, March 15, 2024 to review and discuss the results of the workload survey. Thank you to all who participated in providing valuable feedback to the team. We then met with management to negotiate on Thursday, March 16, 2024.

During our session with management, we continued discussions on Recognition and Coverage, Seniority, and Job Bidding and Filling.

Also, we reached a Tentative Agreement (TA) on: Union Representation: Outlines that union representatives, such as stewards, can participate in union activities and have access to the workplace and bulletin boards.

Our PA bargaining team met with Kaiser Permanente management today on Thursday, May 2, 2024, to resume negotiating our contract. We continued conversations on topics including the lactation policy and seniority.

We reached Tentative Agreements (TAs) on:
1. Non-Discrimination: Protects members from discrimination in the workplace.

2. Grievance & Arbitration: Outlines a clear and fair process of how members document and resolve workplace issues and complaints.

3. Probation: Defines the probationary period for new hires and transfers.

UPAC BARGAINING Update #7: April 19, 2024

Bargaining continued on Thursday, April 19, 2024, as our PA negotiating team met with Kaiser Permanente management. The discussion covered several topics, including union representation, management rights, and grievance procedures. No Tentative Agreements (TAs) were reached, and progress on the language of these issues was minimal.

During the session, the topic of probation was a focal point, particularly concerning the balance between maintaining stable staffing levels and supporting PA retention along with work/life balance. Your team consistently elevated your interests to foster a deeper understanding and to reach a mutually beneficial agreement.

Additionally, management declined to engage in discussions about new employee orientation and union leaves of absence, both of which are essential for integrating new union members and facilitating ongoing union participation, posing challenges to our negotiating efforts.

UPAC BARGAINING Update #6: April 5, 2024

The NCAL PA bargaining team met with Kaiser Permanente management on Thursday, April 4, 2024, to continue negotiating our contract. Our conversation was not just a negotiation over contract terms but a firm stand for the respect and recognition our profession deserves.

During the meeting, we engaged in discussions on a range of issues, including Probation, Non-discrimination policies, Union representation, and the Grievance and Arbitration processes. Additionally, we began conversations on Management rights and the conditions surrounding Strikes and lockouts.

Each topic was approached not just as a contractual obligation, but as a testament to our unwavering demand for respect, equity, and fairness. Our discussions are a clear message that we are united in our fight for a working environment that not only acknowledges but champions our contributions as PAs.

This week’s bargaining sessions brought the NCAL PAs team together on Wednesday, March 20, to meet as a team, followed by a productive meeting with management on Thursday, March 21.

Building on the momentum of previous sessions, our discussions with management at the bargaining table covered several crucial topics, including provisions for nursing mothers, seniority, job bidding and filling, union representation, and non-discrimination.

These conversations are pivotal in ensuring that our workplace reflects the respect and support our profession deserves and directly impact our ability to provide the highest quality of care to our patients.

UPAC BARGAINING Update #4: March 7, 2024

Our bargaining team met with management on Thursday, March 7, 2024, to continue negotiating our first UNAC/UHCP contract. We reached our first tentative agreements (TAs) on several key areas:

  • Courtesy: Outlines the commitment to the respectful treatment of PAs, management, and physicians.
  • Safety and Health: Shares that the employer will follow all safety laws and investigate PAs’ safety concerns.
  • Performance Evaluations: Clarifies that evaluations will primarily serve as opportunity for supportive feedback.
  • Conformity to Law: Ensures that if any part of the agreement does not comply with state of federal law, that part will be disregarded, whilst the remainder of the agreement remains effective.

Additionally, we continued discussions on Grievance and Arbitration and began dialogue on Hours of Work and Union Representation. Our progress in negotiations is a testament to our bargaining team’s unwavering resolve to secure a contract that honors the PA profession, reinforced by the solidarity of our members.
