Moises Alarcon, UNAC/UHCP Treasurer, has been a registered nurse for 22 years. As an RN, he worked at Beverly Hospital and Kaiser Baldwin Park in Med/Surg, Telemetry, the step-down unit, and the Emergency Room. Over the course of his union career, Moises served as a union steward, contract specialist, staff representative, and representation director before being elected as a state officer. During the COVID-19 pandemic, he advocated for frontline health care workers and supported members through unprecedented challenges. Before starting his health care career, Moises studied business and now draws on that background in managing the union’s finances.
As Treasurer, Moises helps ensure affiliates and chapters have the resources they need to succeed. He works with affiliate and chapter treasurers and officers through huddles and workshops, guiding financial stewardship and supporting local union leaders. He has also helped expand mentorship and support through the growth of the union’s finance team. Moises serves as vice president of the National Union of Hospital & Health Care Employees and as a member of the Southern California Affordability Taskforce, where he helps develop metrics that support the Performance Sharing Program. He has also helped ensure employers honor membership provisions in union contracts, increasing member participation across UNAC/UHCP.
As a union negotiator, Moises has bargained contracts for Beverly, Chino Valley, Fountain Valley, Garden Grove, Kaiser Blue Book, Kaiser Permanente Certified Specialty Professionals, Maui, and Sharp Healthcare, while also participating in Kaiser National bargaining. He helped negotiate historic wage increases at Sharp Healthcare and was part of the national bargaining team that defeated Kaiser’s two-tier wage proposal in 2021. He also sponsored and helped lead negotiations at Maui Health, securing another round of historic wage increases. An advocate for building worker power, Moises helped relaunch UNAC/UHCP’s labor history class, giving members a deeper understanding of the labor movement and the role unions play in improving working conditions. He was also appointed to the American Federation of State, County and Municipal Employees Organizing Committee during the 2026 International Convention, advancing efforts to build union power and increase member involvement across the labor movement.
